Hello Josh!
Since it is hard to repot plants without harming the roots ,you should absolutely wait a couple of weeks before watering so that the roots can heal,otherwise you might have the plants rot on you or they might loose the roots altogether. Do NOT risk that!

Well,yes.Aeoniums do that all the time but perhaps a little more in winter and in room temperature.

I have kept E.obesa in my GH at +4C with no problems at all.There should be no problem with a windowsill except for a possible draft which may mark the plants and draft is something to consider for other plants also on a windowsill !
