i believe the key is temperature and the size of cutting. I cut my Fouquieria macdougalii in spring temp is around 15C. They are 20 cm long.Keep 1 week to let cut dry. That iconic ring strip patter is indisputable.
It some kind of virus .
Maybe it's Sammons' opuntia virus
But identification will require LAb test.Or some test-kit.

@kohinoor: did you have so called 'control group' (seed not treated with tea) for comparison? yes my control is 0 wet-dry-cycle i put them in tea bag and put aside. i need to point out that although i use tea bag, i did not use tea to soke seed. i only use tap water, tea bag is for easier handling.
