Did the black dots appear after spraying the white "mealies"?

The white "mealies" could be male mealy bugs or white fly.

If you did spray before the black dots appeared, then the black dots could be the dead insects going mouldy.

Wouldn't have thought "inert" in the material. That would be costly and increase the weight without increasing the "value added" of the product yet decreasing it's effectiveness. I've got a few on the go in 2" pots, grown from seed, and I plan to keep them on the shady side of an east facing window sill with my other seedlings and not put them in the greenhouse at all.
