They don't need repotting, at the looks of it.
And be aware that repotting Lithops is a risk. I have lost many of them after repotting. The roots get damaged, and if you water early or even many months later, they suddenly might rot after their first watering.

You can always cut off the elongated growth above the soil, if you don't like it.

I have heard about candle wax. Never tried it myself. I hardly have Opuntias. But if it happens to me, I try tweezers. And where that doesn't help anymore, I just ride it out.
