I does look like mite damage but at the same time it looks like scale also. Try to see if you can peel off that using a pin, tweezers or your finger nails

I do ok with Melos but can't help I'm afraid. But I am very interested in how you get on! Sorry for the late reply. I have successfully rooted the melocactus with out any problem. I am confused with with these names. Isn't rebutia, aylostera and weingartia the same. Why do some say they are the same and some don't agree with that.
