Should be hardy down to USDA zone 8a (I do not know what grow zone system is used in the UK)

Appears to be Drosanthemum. Could be Drosanthemum floribundum or D. hispidum. Flowers would be needed to identify the exact species.

Haworthiopsis attenuata/attenuata var. fasciata are both commonly called "zebra plant" "zebra succulent" etc. Fasciata differs from plain attenuata in that there are less tubercules on the top of the leaves meaning the top of the leaves are flatter/smoother. Attenuata var. radula...
