I had it survive -5C outside here. The only time I have seen it in habitat there was a freezing fog outside (at the edge of the national park on Tenerife, around 2000m) and around -2C. Tricky to grow!

Goodness only knows how you should pronounce 'huitzilopochtlii'. 'Best' is always going to be subjective. it also depends upon what you want from your echeverias - in my case hardiness for growing outside. No reason why it shouldn't flower if you can keep it alive long enough. Keeping it under-potted and 'stressed' would probably speed it up.
