I haven't seen the descriptions but Donati says in his Echinocactus book p32 "... these plants show a rather weaker spination, smaller flowers, much smaller seed..."
Maybe seedlings are different to msture ones though.

I think it depends. If you water with alkaline tap water salts will build up and it is worth changing. I find plants left a long time tend to get yellow and get better if repotted. I my experience this species flowers over the winter, depending on light level. As a result I give this species a drink now and again over winter.
