Hallo Mike, if you want to see flowers it would be helpful to change some things in cuture. First of all your plant needs a really big pot. Hallo Iann,
I am rather sure it is not Copiapoa tocopillana.
This plant looks more or less like a "normal" Copiapoa humilis.

This is the only living plant of Copiapoa tocopillana I saw in the field (compare tubercles and spination):

Diane - it is Pterocactus valentinii! I'am sure!

The picture below is from this year and shown by facebook too.
You see some of our Pterocactus hickenii.
In this year there are not so many flowers bur a lot of new offsets.

That is interesting, but how long is a short day in the habitat.
About 10.50 to 11.5 hours.

I have all typical Lobivia at 4°C in a greenhouse.

All Soehrensia up to -15°C in a rain protected cold house with fresh air (we call it Patagonium).

We are not talking about politics and economics. We are talking about CITES!
Greenland is Danish and Teneriffa is Spanish. Nevertheless you need CITES documents for importing/exporting plants.

But I believe the best is to wait and see.
