I don't think there is a simple answer to the original question as there are at least three levels of rules and regulations. While CITES sets out what may be traded it is up to individual countries to enact appropriate laws, in the EU this is further complicated as there is an EU Commission Regulation which all member countries are then supposed to enforce via local laws. Maybe half will germinate, and of the five remaining maybe two or three seedlings will be lost in the first year or two. Then there are two remaining, of not unlikely you might lose one or both to overwatering or scorching or an unknown reason.
You could always sell off excess plants if you happen to have 50 seedlings later on. Small plants that might fit a matchbox or other small container are still easy to send via post in a bubble wrapped envelope.
I sowed 10 seeds, 8 have germinated. First ones are getting their first spines. I gave some seeds to more experienced growers in the Netherlands. Just in case all of mine die. I So I put a few on ebay, see whether they generate any interest.
