Hi Eric,
I've done both.
Sometimes I just break off a fresh segment to use as stock, cut in half, attach the scion. Secure with rubber band or other means for a few days. Then root the stock.
Else, if I have some relatively young stock already rooted then I use that.

Here are plants I have - Opuntia elata on each side, and (I thought) Opuntia Cochenillifera (45cm, 18 inch)in the middle, all thirsty plants.
