Have had this growing outside in the UK for years now, though I haven't had it flower outside in the UK ever.

It's definitely cold hardy at least though.

They like to grow masses of tiny heads, and may not flower. Then, with generous treatment or perhaps just when they're big enough, some of the heads get bigger and produce flowers.
