If it's true that our hobby is still loosing members and cactus societies are declining around the world there should be less pressure from illegal collecting than in the past since the habitat strippers require a profit to make the risks worthwhile. However what you gain by less habitat stripping you will more than loose in politically expedient and often corrupt industrial and agricultural developments in those countries.
Eduart is correct in that the best way to stop habitat stripping is to flood the market with plants. Initially by providing readily available seed to commercial producers. A lesson botanical gardens and definitely some member countries of CITES could learn rather than their "dog in the manger" approach that although their horticultural trade is not good enough to propagate them in quantity no other countries propagators will be allowed to have seed to do so.
