It's a crested or cristate form. Not very popular but also not to everybody's liking.

Cristates are a form of malformed monstrose growth, usually arising in a single individual rather than being able to be propagated in quantity from seed, therefore need to be propagated vegetatively. Often grafting is used to get salealable growth quickly enough for sale, hence the reason they are harder to find and mostly only the more common forms are found on sale.
