Something a bit weird has happened.
I have increased the bandwidth allowance as far as 'unlimited' but that bandwidth exceeded message still persists. A server reboot didn't solve it either. A support query has been lodged with Fasthosts so it should be resolved soon.
The site currently includes a message than no new orders are being currently accepted until approximately second week in January when the new lists will be posted, so you are not missing anything.

"20th December: The time has come to prepare for the 2017 seed list. We will not be accepting any new seed orders for 2016. If you already have sent an email, we will address it. If you have an order in process we will complete it. The new list will be updated within the first 2 weeks of January. "
