It looks like a variegated Yucca filamentosa to me.

Yep, Y. filamentosa 'Color Guard' or 'Golden Sword' (not sure what the difference is, maybe no more than catalogue names for the same plant). I have a few planted out myself. I have found that some of the variegated leaves tend to revert to green, which surprised me. Maybe due to high heat (?), it sure isn't due to low light conditions in the blazing California sun.
