I think the collection of ADBLPS could be interesting. Don't know if this private (?) grower is open to greenhouse visits. See: http://adblps-graines-cactus.com/

France is big, though. Which parts of the country is he visiting?

France is a large country! In the southeast I highly recommend:

Jardin Exotique, Monaco.
Jardin Exotique, Eze.

They are not indoor collections but wonderful outdoor gardens full of cacti and succulents.

Which part of France you want to visit ,?
near Brest you have a 6000 M2 greenhouse full of cacti and succulents
