Debagging seedlings

Hello everyone. With the weather having been so warm recently I'm wondering when it would OK to permanently remove seedlings that have been in their plastic bags since earlier in the year. Some seem to have stopped growing I presume because of the heat?

Hi Steve,

I think it will be better specify the species and how long have they been in the bag?
Pictures will help too.:)
