Yes those first monstrose ray like flowers on the Lobivia can occur on many cacti. Backeberg even wrongly erected a genus for a plant with similar flowers = Delaetia woutersiana, which was merely a monstrose flowered Eriosyce. I even once raised a seedling of Eriosyce from I think it was E. paucicostata or similar seed that produced flowers just like that. Illiffe calls it "thin petals" in the link below but that is Backebergs "true" Delaetia woutersiana.

lliffe unfortunately then confuses the issue and mixes up another plant that went around as Neoporteria woutersiana at the same time, simply because it was named after the same person, mistakenly calling it Delaetia woutersiana also, but it has perfectly normal flowers as in the link below.

I think there is a picture in one of the books of an Echinopsis with similar flowers and the monstrose Echinopsis 'Haku-Jo' can sometimes produce them as well as almost normal ones.
