Euphorbia - offsets or seed pods ?

Euphorbia - offsets or seed pods ?
This Euphorbia gymnocalyciodes flowers regularly, and I've recently noticed these 'lumps' (3 in the picture) appearing all round the plant. At first I thought they were seed pods, now I'm not so sure. Are they offsets ?

They look like offsets to me, is the plant grafted or on own roots?

Offsets, seeds would be from pods on the top

It is grafted, and therefore not typical, but at least I'll have the oppurtunity to try rooting the many offsets that are appearing, or grow a clump !
