I don't think there is a simple answer to the original question as there are at least three levels of rules and regulations. While CITES sets out what may be traded it is up to individual countries to enact appropriate laws, in the EU this is further complicated as there is an EU Commission Regulation which all member countries are then supposed to enforce via local laws. Trade is not allowed with countries that are not party to the Convention and do not issue comparable documentation
So you would appear to be limited to the 183 countries on this list https://cites.org/eng/disc/parties/chronolo.php then you need to find out what your local laws are and the country that you want to sell to. I sowed 10 seeds, 8 have germinated. First ones are getting their first spines. I gave some seeds to more experienced growers in the Netherlands. Just in case all of mine die. I So I put a few on ebay, see whether they generate any interest.
