I'm guessing Tunilla soehrensii, but it's just a guess.

Scale would help here ,what is the size of those squares on the graft paper.
It could well be a Tunilla ( Airampoa ) but I think it is more likely to be North American looking at the thickness of some off those pads, and one of the many forms of Opuntia rhodantha or O. polyacantha is more likely, at a guess I would go for one of the more northern forms maybe fma. utahensis or Wyoming.

Thank you for the replies, sorry I meant to put in scale and neglected to do so, the squares on the paper are 5mm. The pads range from 3mm-10mm
