This is the first time that I will order seeds from the BCSS. I can read in the online seed list order form that payment with Paypal for abroad members is possible:
Payment may be made via PayPal using the link from the BCSS website: http://www.bcss.org.uk
However, I can't find in http://www.bcss.org.uk the BCSS Paypal account to use to pay my seeds. Can anybody help me and tell me which email address I must use to pay the seeds?
Moreover, should I wait the BCSS confirmation that the seeds I have chosen are still available to pay them or should I pay first even if some seeds may be out of stock?

No idea about the paypal aspect but on the form I thought there was an option for substitutes your choice- second column,substitutes their choice or a credit note so order, pay and keep your fingers crossed

As Tina says - list some substitutes and then pay for what you have ordered, don't wait for any confirmation, I don't think any is sent. To access the PayPal system use:

Log into your own PayPal account and select the money tab
then select send or request money
choose pay for goods or services
use the email address PayPal @ BCSS.org.uk
and as I said before make sure you state it is seed payment and that your name is clear.
