Austrocylindropuntia subulata Monstrose Form.

Tough as old boots, will take plenty of water in Spring-Autumn in well-drained compost.

I don't want to hijack the thread but if the fleshy leaves dry up and fall off does that mean it's being under-watered or is that a normal process?

It's a normal process to drop the leaves, although if it's well hydrated, it will probably keep them a bit longer than if it dries out more.
