Have bought lots of seed from various sources and have had no success germinating P. magnifica, P. leninghusii and others.
Baggie method or not, in a greenhouse with night temps of 17, day 24, with light, 18hrs with fluorescent tubes.

I have found Parodia (Notocactus) leninghausii to be very easy from seed. Is your rooting media sufficiently damp? Cactus seedlings in the early stages need a very moist growing medium.
