Can anyone tell me what the following plant is. I thought it was Austrocylindropuntia pachypus, then I saw Phil's Cylindropuntia sphaerica and now I'm not sure.

I disagree; it looks more like C. sphaerica to me.

Maihueniopsis glomerata, in the narrower sense, is centred on western San Juan and NW Mendoza.

Further north, around Salta and Jujuy, is M. molfinoi (aka M. glomerata ssp hypogaea).

And over the Andes on the Chile side are some M. glomerata types that are increasingly being recognised as good species again.

M. ovata seems to straddle the Andes in both Argentina and Chile, between(ish) Mendoza and Santiago.

Much, much further south, in Chubut and Santa Cruz is M. darwinii, which can just about be grown on a rockery in the UK with a bit of luck.
M. platyacantha (no pictures) and M. hickenii (below) are both attractively spined.
