LB 2383 was listed for the last time in Ludwig's 2010-2011 list (published late 2010) as as unnamed species:
I only have one older list than this (for the year before) where, again, it is just 'sp.'
When collectors bring back seed from habitat there can often be changes in identification once a plant flowers (if there were ripe fruit on a plant there almost certainly wouldn't have been flowers). Perhaps his initial identification was cinnabarina (and this was passed on to Ralph's and Christophe's databases) but this was later revised in view of the flower.
I still reckon this is L. cardenasiana - the flower is quite distinctive - and looks to fit based on the location. Rausch, in his 1970s books has cinnabarina around Sucre.

The LB location, 30km west of Canaletas, is in the cardenasiana blob (Google thinks Canaletas is in a rather barren spot halfway up a mountain but I'm assuming it's not too far from here).
