Just looking at this and a thought popped into my head - in the wild would cacti develop these sort of things - burn spots, cold spots, be attacked by mealy bugs and scale? How do they survive these sort of attacks and problems in the wild? Cacti do occasionally get frost damage in the wild such as...

I've had a real problem with greenfly on my bamboo this spring Liz, ladybirds about but not in great numbers, larvae have appeared the last couple of days but not enough of them I fear to see off the aphids.

They're cold spots, most likely caused by low temps combined with humidity during the winter/dormant rest period. They won't do any harm apart from not looking so nice

Sileri has yellow flowers Diane, spination doesn't look right either, new spines on sileri are a vivid orange/red. I'd lean more towards parviflorus.

Well mine was in a 15 inch pot so it was no seedling, the gentryi next to it in a bigger pot also suffered but survived.
