So the person at DEFRA that I spoke to over the 'phone was incorrect along with the gov.uk and DEFRA web pages that say the same?

Kakteen Haage and Koehres ordered same time both sets of seeds arrived 9th Nov.
We too received a confirmation of our order on 5th November, but nothing further as yet.

I saw it online yesterday late at night to have a quick peek, looked at it again to see if I wanted to make an order, and now it reads "Due to the great demand, the seed list is temporarily switched off. As soon as the orders received have been processed, the list is activated again. I ask for your understanding and to refrain from inquiries".
