Does Gymnocalycium intertextum offset?

It can produce an occasional offset but it's not a highly caespitose, clumping species. I don't think any of section Trichomosemineum are.

Thanks. It'll be worth a try.
Late in 2019 I noticed it was losing its size. It's been cleaned up and repotted a few times in attempts to get it to regrow roots. Late in 2020 I noticed that there were none. Despite a couple of wettings of the compost, the roots have not appeared this year and the base of the plant looks like cork. I took the knife to it yesterday. I'm hoping to get at least the top to regrow. I had read that sometimes inverting the base part of some plants can cause that to root and to set offsets.

To be honest I'm not sure what you mean. Most cacti will offset if damaged.
