Soil was bone dry but this oreocereus looks like it's rotted from the inside. Is this what overwatering looks like, or is it another problem?

Yup. You're not wrong.
Only this afternoon, disposed of a Mammillaria senilis which looked similar.
Endeavouring to grow Aylostera, Echinocereus, Echinopsis, Gymnocalycium, Matucana, Rebutia, and Sulcorebutia. Fallen out of love with Lithops and aggravated by Aeoniums.
Currently being wooed by Haworthia, attempting hybridisation, and enticed by Mesembs.

Yes, it can result in roots or the base of the plant rotting and then spreading up the stem.

FWIW, your plant is/was an Espostoa, so less cold hardy and maybe more rot prone than Oreocereus.

Ahh thanks for that. Was sold to me without a label so assumed it was oreocereus. Good to know for next time! :grin:

Water is certainly involved but the appearance is that of an infection produced by Pythium debaryanum.
