Good to know it hasn't been just us!!
It snowed when I was in the Big Bend in 2000 - on the day of the original Bush hanging chad debacle. And into April in the 4 Corners when I was there in 2008.
As your first article says it will the run off of the melt water that will cause the problems. Quite a few tracks were washed out last year, and it is pretty clear that a lot more will be so this year.
But plant survive, and if som eodn;t then the water will germinate more seed in the ground.
